From Three Chopt Road to Pump Road

Project Purpose

The purpose of this study is to evaluate safety and operational issues and develop solutions along Route 6 (Patterson Avenue) from Three Chopt Road to Pump Road. This 4.2-mile corridor includes segments identified with VTrans Priority 1 District Needs. Two intersections (N. Parham Road and Pump Road) have been identified as VTrans Safety Improvement Nodes. In addition, there have been three fatal crashes along the corridor, two involving pedestrians. The study goals are to identify safety, congestion, capacity, transportation demand management, and accessibility (bicycle, pedestrian, and transit) improvements along the corridor for all transportation users.

Description of Alternative - Patterson Avenue at Pump Road

  • Changing the configuration of the southbound lanes to include two left-turns, one thru, and one right-turn lane.
  • Changing the configuration of the northbound lanes to include one left-turn and one shared thru/right-turn lane.
  • Modifying signal timings to remove split phasing. Signal timings refer to the specific durations for each phase (like green, yellow, and red lights) in a traffic signal cycle. Split phasing occurs when these opposing movements happen one after the other, rather than simultaneously, which can lead to longer wait times for drivers and pedestrians. Removing split phasing, if deemed safe, can potentially improve signal timings and throughput at the intersection.
  • Installing new Americans with Disabilities Act (ADA) curb ramps.
  • Installing high-visibility crosswalks and leading pedestrian interval signal timing.
  • Installing sidewalk along the west side of Pump Road, from Castile Road to Patterson Avenue.

Description of Alternative - Patterson Avenue at Forest Avenue

  • Installing an additional westbound left-turn lane along Patterson Avenue. The westbound lane configuration would be revised to two left-turns, one thru, and one shared thru/right-turn lane. This would include widening the pavement along Patterson Avenue to the north and impacts to existing right-of-way.
  • Installing new ADA curb ramps.
  • Installing high-visibility crosswalks and leading pedestrian interval signal timing. This would include truncating the median nose along Forest Avenue on the north side of Patterson Avenue further north to accommodate crosswalks.
  • Installing sidewalks along both sides of Patterson Avenue. This would include installing a retaining wall along the north side of Patterson Avenue from Forest Avenue to Valley Drive and impacts to existing right-of-way.

Description of Alternative - Patterson Avenue at Horsepen Road
 

  • Installing a dedicated southbound left-turn lane along Horsepen Road. The southbound lane configuration would be revised to one left-turn, one thru, and one right-turn lane. This would include removing one northbound receiving lane to accommodate the new turn lane.
  • Installing an additional westbound left-turn lane along Patterson Avenue. The westbound lane configuration would be revised to one left-turn, one thru, and one shared thru/right-turn lane. This would include shifting the concrete median along Patterson Avenue further south.
  • Closing the concrete median along Patterson Avenue to restrict turns to and from Ridgetop Road.
  • Restriping the northbound approach to include one left-turn lane and one shared thru/right-turn lane configuration.
  • Modifying signal timings to remove split phasing.
  • Installing high-visibility crosswalks and leading pedestrian interval signal timing.

  • Installing sidewalk along both sides of Patterson Avenue from Forest Avenue to Three Chopt Road. This would include a continuation of the sidewalk installed along the south side of Patterson Avenue from Sweetbriar Road to Three Chopt Road completed by others. There will also be impacts to existing right-of-way and utility and signal poles at the intersection of Patterson Avenue and Horsepen Road.
